I like what I've read in the bylaws. Most excellent work! One thing I noticed was that there is no rules governing adding new rules. Who can propose a new rule? How is the new rule discussed? I understand that it's only voted on by the BOD, but how does it get there? Should that be clearly defined to help avoid the infighting and what not that some of our discussions cause?
The provision for amending the PDGA Constitution might provide some insight in how such a provision might be worded. The PDGA Constitution is published somewhere intuitive at www.pdga.com.

I agree. How are rules added to or ratified?
Are you asking about rules like, the $2 option or other rules of play? Or are you asking more about how any modifications are introduced into the bylaws?
If it rules of play, that is handled by the ops committee which is responsible for maintaining club rules.
If its changes/amendments to the bylaws, then yes that is something that needs to be added into the bylaws. I believe Jim's working on a proposal for the January meeting.
