Question about accurate hole lengths

To start I would like to say I have been playing disc golf for about a decade but never really thought about accurate hole lengths before a trip a friend and I took this year. A few weeks ago my friend and I played West Park for the first time in probably 5
years. I noticed when we got to number 10's tee it said the distance to the basket was 294 feet from the white tees. I thought this seemed odd since my friend and I usually play Shorewood and number 13's sign says it is 302 feet but at West park number 10 is an easy short backhand toss while number 13 at Shorewood easily takes alot more arm strength to even get close. Does anyone have access to an accurate measuring wheel or anything that could accurately measure the distance? I know there is no way these two holes are close in distance at all. As I was taught red tees were pro tee's and white are regular tees and according to the information on disc golf course review the holes are both the white tees.

A couple thoughts:

Sometimes baskets/tees have been moved but the signs have not been updated.
Elevation changes matter.
Measuring with a wheel can be inaccurate depending on the terrain.

The 294 distance is the long tee.  I have the short tee at 211ft.

West Park =white tees are long and the red tees are short
Shorewood Park = white tees are short and reds tees are long

Here's the reason why.
The Joliet courses all used to use white/yellow tees as shorts and red tees as longs. This changed when Mokena was put in and it had three sets of tees. They began to use the Red, White & Blue tee pad method with the reds now being the short tees. West Park adopted this change when the new baskets were installed but Shorewood has still not changed from the old way. It is confusing so a lot of times at the two tee placement courses we just say play the long or short tees and at the courses with three tee pads we say the actual color.
