Tiers

So I'm pretty sure i got what the tiers mean, with the points and all, but I was wondering how they choose the tiers for each event.  Could anyone explain this to me?

tiering is largely based on how  much the TD wants to spend on sanctioning, and  in the higher tiers how much money they can come up with up front for the pro purse.
