cell phones

While taking a few moments from actual work I browsed the Competition Manual at the PDGA site. (I am not much of a game playa)
I noticed rule 3.1 stated in part,

D. Players are not permitted to have active cell phones or audible pagers on the course during
any competitive round.


I have often had my phone in my bag on silent so I could see if anybody called me during the round.  I think this rule says the phone has to be off.  I guess I will make sure mine is either off or in the car from now on.  Of course, my question would be what about weather or rules issues.  I think a cell phone can be useful during the round to call the TD in a situation like we had in Crystal Lake last year with the monsoon, or if we want to call the TD with a weird rule question the group can't answer or a major problem out on the course. 

Any thoughts  on this?

If the cell phone's ringer and vibration function are off, you may carry the cell phone for safety purposes at any IOS event. I'm sure that this was the intent of the PDGA rule and that will be the way I will enforce it if it is ever necessary.

i'm pretty sure nobody is going to say anything if u have ur phone on silent...unless u are planning on stroking yourself.

I guess it depends on what type of graphics are on the phone. :D
