Does anyone know who designed the Bevier course and when it was installed?

I've heard several versions over the years.  Here's what seems to be most true:

The Greater Chicagoland Disc Golf Association (aka Flying Duecemen) had a hand in design and installation.  Phil Clark was a part of it; Rob Scheonhoft was too Rob is the current Prez of GCDGA. Ed Headrick and or Duster also had some sort of influence/communication as well, according to Mike Trigg.  It went in the ground in late 1996 or early 1997. All the money was donated by the Callahan family.  Work was done mainly/primarily by the WPD, secondarily by the club guys.
