How many points/tournaments played do you need to get a pro touring card?

I thought they gave them out to players rated over 1000.

Have they started attaching any benefits to having a touring card?

I don't think that you have to have a 1k rating to get one, although I think that if you have a 1k rating you get a card...

A benefit last year was that The Vibram Open held spots for touring card holders.
