I assume its an IE issue.  Whenever I quote somebody else's post and want to add my pithy thoughts I find that once the length of the post exceeds the space of the box provided that I cannot see the text I am typing.My curser is below the box.  I have to move my cursere to check what I just typed.  The curser jumjps up and down.  Has anybody else had this issue?  I am going to post this and then open it in Firefox to see if I can quote and add. Lets see...

Firefox seems to be ok. I type and the curser is not jumping and it seems that my default browser is once again the fault browser.  Ah, such is life when your software was created by the evil empire.
no issues.
not problems.
no jumping curser.
curse you IE.

This is a problem in IE8.  To fix the problem, you can view the site in "compatibility view".  You should see what looks like a broken piece of paper to the right of the address bar.  Click it and the page will render in IE7 mode and the reply box will work properly.
I have fixed this on the J-Town site by adding the following line
<meta http-equiv="X-UA-Compatible" content="IE=EmulateIE7" />
to the head section of the index.template.php of the default theme.
