Actually the article says that the the building of the new park will start 7-10 years from now, and will then be completed over many stages.

I've heard a rumor that the park will be somewhere near Staley Rd. (west of I-57).  Does anyone else know anything else about this?

I finally found some more information about this.  There's even a map (partially cut-off) of the layout of the holes in this doc:

http://ci.champaign.il.us/wordpress/wp-content/uploads/2008/09/Landfill_Park_Plan-adopted.pdf

Basically, the area is not on Staley Rd. at all.  It will be above the old landfill, where the current radio-controlled plane site is now.  The site is between US150 and I-74, a little west of Staley Road.

The site for the new park is 90 acres, and approximately 18 acres will be dedicated to the disc golf course.  Here's some text from the pdf:

QuoteThe disc golf links style course has 18 holes ranging from PAR 3 to PAR 5 providing a variety of difficulty
for both the casual player and regional events. The course is spread out over approximately 18 acres of the
site with over 20 feet of grade change from beginning to end to provide additional interest and challenges.

Just north of the disc golf is the primary picnic area centralized among the parking, playground,
observation hill, and disc golf to allow these facilities to work together with convenient access to one
another. This area will include open turf for casual play and picnicking, small open-air shelters for shade,
and supporting amenities such as, benches, tables, and trash receptacles.
